Mr Tharman Shanmugaratnam has been Senior Minister since May 2019. He is also Coordinating Minister for Social Policies, and advises the Prime Minister on economic policies. He chairs the National Jobs Council aimed at rebuilding skills and jobs in the wake of COVID-19. He had previously served for eight years as Deputy Prime Minister.
He is concurrently the Chairman of the Monetary Authority of Singapore (MAS), Singapore’s central bank and financial regulator, where he started his career. In addition to his responsibilities in the Government, he is Deputy Chairman of GIC and chairs its Investment Strategies Committee.
Internationally, Tharman co-chairs the recently established G20 High Level Independent Panel on global financing for pandemic preparedness and response. He also chairs the Group of Thirty, a global council of economic and financial leaders from the public and private sectors and academia.
Tharman also led the G20 Eminent Persons Group on Global Financial Governance, which in Oct 2018 proposed reforms in development finance and the international monetary system to advance a new, cooperative international order. He earlier chaired the International Monetary and Financial Committee (IMFC) for four years; he was its first Asian chair. He also co-chaired the Advisory Board for the UN’s Human Development Report in 2019 and 2020.
He currently also co-chairs the Global Education Forum. He is in addition on the External Advisory Group to the IMF Managing Director, and the World Economic Forum’s Board of Trustees.
Tharman has spent his working life in public service, in roles principally related to economic and social policies. Besides serving as Deputy Prime Minister, he was Coordinating Minister for Economic and Social Policies for four years (from 2015). Prior to that, he was Minister for Finance for nine years (from 2007) and Minister for Education for five years (from 2003). He has been Chairman, MAS since 2011.
He led the ‘SkillsFuture’ programme, launched in 2014 with the aim of developing widespread opportunities for life-long learning and job upskilling among Singaporeans. He subsequently chaired the tripartite Council for Skills, Innovation and Productivity (CSIP) which was set up to drive and integrate national efforts to transform industry and skills.
Dr Jeffrey Jaensubhakij was appointed Group Chief Investment Officer in January 2017. He oversees GIC’s total investment portfolio, and works with investment group heads to manage and monitor investment activities across all asset classes. He also leads the development of short- and long-term investment policies to optimize the risk-reward of the total portfolio across changing investment environments. He joined GIC in 1998 as a Senior Economist covering the US economy and was subsequently appointed Co-Head of Asset Allocation Strategy in the Economics and Strategy Department. He was Head of Total Return Equities and the US Equities teams based in GIC’s New York Office from 2003 to 2011. He was subsequently appointed President, Europe in 2011 coordinating GIC’s investment activities in Europe across public and private asset classes, President, Public Markets and Director of Public Equities in 2013, and Deputy Group Chief Investment Officer in 2016.
Dr Jaensubhakij holds a Bachelor of Arts degree in Economics from Cambridge University, as well as a Master’s and a PhD in Economics from Stanford University.
Andrew Howard is Global Head of Sustainable Investment at Schroders, which includes the firm’s sustainability thought leadership, ESG integration and stewardship. He joined Schroders in 2016 and is based in London.
Andrew was an Equity Analyst at Didas Research from 2013 to 2016, an independent investment research firm he founded. He was an Equity Analyst at Goldman Sachs from 2007 to 2013, where he headed the GS SUSTAIN research team in London identifying long term investment opportunities across global industries.
He also previously worked at McKinsey & Co as a consultant and Deutsche Bank as Head of European Mining Research. Andrew started his investment career in 1997 as an Analyst covering the Steel & Mining sectors at Dresdner Kleinwort Benson. Andrew is a Senior Advisor to Critical Resource and on the Advisory Panel of the Future-Fit Business initiative

Its clients and partners include global banks, stock exchanges, asset managers, and corporates. A serial FinTech entrepreneur who previously founded a B2B FinTech firm serving the needs of more than 100 financial services firms worldwide, Ben was awarded FinTech Leader in the Singapore FinTech Awards 2020, and is currently serving as the Chairman of the Green and Sustainability Sub-committee of the Singapore FinTech Association
Caroline Chua is a Senior Associate for BloombergNEF. She leads BloombergNEF’s analysis of the Southeast Asian power and renewable energy markets, with a focus on market and policy analysis, forecast and strategic market insights in the fast-growing region.
Before joining the company, Caroline has experience across rooftop solar, power generation and retailing with Singapore-based energy companies where she was involved in corporate strategy and portfolio management.
Caroline holds a Bachelor of Science with First Class Honors in Business Administration (Financial Analysis & International Business).
Lee leads the Investment Operations (Region 1) Banking Department, responsible for financial intermediaries (FI), structured financial products, capital markets, private equity, ICT and other productive sectors. Before joining AIIB in 2016, Lee was Corporate Advisor for Temasek, Singapore and Russia Direct Investment Fund, Russia. From 2008 to 2013, he worked for Korea Investment Corporation (KIC) as Chief Investment Officer and Head of Alternative Investments, responsible for managing KIC’s USD75 billion global assets. Prior to that, he spent five years as Head of Investments at STIC Investments, a private equity/venture capital firm in the Republic of Korea. From 1997 to 2001, he was Head of the Overseas Investments Team at Samsung Life Insurance. From 1987 to 1997, Lee worked as an Emerging Equity Market Analyst at the International Finance Corporation. He has a bachelor’s degree in economics from Korea University, and an MBA in finance and investments and an MS in management information systems, both from George Washington University. Lee is from Korea.
Erin Leonard is the Global Head of Sustainability at HSBC Asset Management. In her role, she is responsible for the delivery of our sustainability business and product strategy, and the transition to sustainable investing across all parts of our business. Erin joined HSBC in 2010 and has worked in a number of roles, including Interim Head of Institutional Client Business, Global Head of Fixed Income Product and EMEA Head of Product Development. She has also led strategic business initiatives including the development of a UK Master Trust business and Asset Management’s firm-wide Responsible Investment Initiative. Erin currently serves as Chair of the HSBC Global Liquidity Funds Board and as Director of Climate Asset Management and RadiantESG Asset Management. She has over 25 years of asset management industry experience, with Fixed Income portfolio management and business management roles for Wells Fargo Asset Management, Aegon Asset Management, Lehman Brothers and Neuberger Berman. Erin is a CFA Charterholder, past-President of the CFA Society NC and holds a BA in Economics from Davidson College in North Carolina.
Ms Herry Cho joined Singapore Exchange (SGX) in February 2021 and drives SGX’s sustainability and sustainable finance strategic direction and implementation, to transform SGX and its ecosystem into a world-class, trusted multi-asset sustainable exchange. Ms. Cho sits on the UNFCCC Finance Sector Expert Group for Race to Zero and Race to Resilience, is a member of the Taskforce for Nature Related Finance Disclosure (TNFD), is in the steering group for Glasgow Financial Alliance for Net Zero (GFANZ) and the Bloomberg New Voices cohort 2021.
Ms Cho pioneered in the development of Asia Pacific’s sustainable finance markets, in her former role as the Head of Sustainable Finance APAC at an international European bank from 2017. There she led the origination and execution of sustainable finance transactions including green/social/sustainability bonds and loans, and delivered sustainability advisory. She further shaped the international market standards having served on the Executive Committee of the International Capital Market Association (ICMA)’s Green/Social Bond Principles, was the sustainability lead on ICMA’s APAC regional committee and on the Loan Market Association’s Green Finance Committee.
Ms Cho leverages on a broad financial background having previously worked for almost decade in Mergers and Acquisitions Advisory, Capital Structuring and Advisory, and Equity & Debt Capital Markets. Based in Singapore, Ms Cho has previously worked in Hong Kong, London and Amsterdam.
Ms Cho holds a combined Bachelors and Masters (MBioch) Degree in Molecular and Cellular Biochemistry from the University of Oxford, UK.
Wei Mei is responsible for structuring carbon products and processes within AirCarbon.
Prior to her appointment at AirCarbon, Wei Mei spent over 6 years working on Climate Change related matters within the Prime Minister’s Office Singapore (National Climate Change Secretariat, Strategy Group). She was particularly focused on matters related to GHG accounting, Climate Risk and Emissions Trading. She also helped to articulate Singapore’s Climate Change policies at various local and international fora, including those hosted by the World Bank and UNFCCC.
Other positions she has held include Deputy Director for Regulatory Affairs at one of Southeast Asia’s largest utilities, Principal Analyst in Singapore’s electricity and natural gas sector regulator and Associate in the Corporate Finance division of a European Bank.
Her international experience includes postings to China, the ASEAN countries, and the United States. She has a Master's Degree from Yale University and graduated with a BSc. in Economics (Summa Cum Laude) from the University of Minnesota.
Jean-Jacques Barbéris is General Management and Executive board member at Amundi. Jean-Jacques is head of Institutional and Corporate Clients Coverage and supervises the ESG department. Jean-Jacques is also chairman of Amundi Germany and of CPR asset management.
Before joining Amundi, Jean-Jacques acted as advisor for Economic and Financial affairs in the staff of the French President of the Republic, where he served from 2013-2016. Prior to this, he was a member of staff of Pierre Moscovici, French Minister of Economy and Finance.
Between 2009 and 2010, Jean-Jacques chaired the European group of experts on climate finance in the negotiations at UNFCCC. During that time, he also participated in different studies on the economics of climate change, such as Jean Tirole’s report published before the Copenhagen UNFCC conference in 2015.
Jean-Jacques started his career in the French Treasury Directorate General where he served from 2008 to 2012.
Jean-Jacques was a lecturer in advanced economics at Sciences-Po Paris From 2009 to 2012. He is also chairman of the French think tank “En Temps Réel”, dedicated to European politics.

Previously, he was a Relationship Manager based in Singapore, where he managed key strategic relationships with merchants and corporations in Singapore. Jag has a Bachelors in Business with specialization in Finance and Marketing from the Singapore Management University.
Kevin is Founder and CEO of Tri-Sector Associates, a not-for-profit intermediary whose mission is to develop new ways for the public, private, and people sectors to collaborate in solving the most complex social problems around Asia.
Tri-Sector helps to advise leading wealth management, philanthropic, and governmental institutions on adapting blended finance models such Pay For Success (PFS) to Asia’s unique context. Tri-Sector has helped to launch the first PFS project in Hong Kong, the first recyclable grant fund in Singapore, and the first Social Impact Guarantee in the world.
Kevin previously worked at Third Sector Capital Partners, a leading PFS intermediary in the US. He holds an MPP (Business and Government) from the Harvard Kennedy School, and a BA (First Class Hons) in Philosophy, Politics and Economics from the University of Oxford. In 2019, he was listed by Forbes Asia as one of its 30 under 30 social entrepreneurs.
Ms Liu Chunyen was appointed as AIA Singapore’s Chief Investment Officer in March 2017, and is responsible for spearheading the success of the company’s investment strategies. This includes developing and enhancing AIA Singapore’s strategic/tactical asset allocation, asset liability management, ESG investing and product development.
Having been with AIA since 2008, Chunyen has undertaken numerous roles across multiple geographies including the position of Head of Financial Risk and Risk Metrics with AIA Group in Hong Kong prior to her pursuing her current role in Singapore. She helmed the team’s successful efforts to establish, implement, and strengthen both AIA’s enterprise risk management framework and its internal capital model framework.
Manraj S. Sekhon is the CEO of Templeton Asset Management and the Chief Investment Officer of Franklin Templeton Emerging Markets Equity. He is responsible for the regional business of Franklin Templeton and also oversees some 80 investment professionals globally covering the full suite of Asia and Emerging Markets equity strategies offered by the group, including global, regional, single-country, small cap, frontier and private equity strategies.
Prior to joining Franklin Templeton in 2018, he served as the Chief Executive and Chief Investment Officer of Fullerton Fund Management, the asset management subsidiary of Temasek. Patricia Torres is the Global Head of Sustainable Finance Solutions at Bloomberg. Bloomberg’s ecosystem of sustainable finance solutions offers data-driven insights to help business, finance and policy professionals evaluate assets and report on material environmental, social and governance (ESG) issues in today’s economy. As part of her role, Patricia also oversees the Bloomberg Gender-Equality Index, which tracks the financial performance of public companies committed to supporting gender equality through policy development, representation, and transparency. Patricia has spent 19 years with Bloomberg in diverse roles ranging from Sales, strategy, data management, to product development. Prior to that she started her career as a management consultant. Patricia has a degree in economics from Universidade Nova de Lisboa and has completed various post graduate courses in corporate finance, enterprise selling, corporate governance, and negotiation.
Paul Milon joined BNP Paribas Asset Management (BNPP AM) in January 2008 and has more than fourteen years of experience in the asset management industry. In his current position, he leads BNPP AM’s stewardship activities in Asia Pacific. This includes direct and collaborative corporate engagement, as well as working with policymakers on key issues relating to sustainable finance and investment. Paul works closely with Asian investment teams to integrate environmental, social and corporate governance (ESG) criteria in investment decisions, including through engagement with portfolio companies. He is the co-chair of the Asia Investor Group on Climate Change (AIGCC) Engagement & Policy working group.
Prior to that, Paul held various positions within BNP Paribas Asset Management in Hong Kong and Paris. As ESG Specialist, he successfully established our Sustainability Centre’s presence in Asia. Before that, he was a senior investment specialist within our Fundamental Active Equities teams. In this role, he oversaw the strong growth of BNPP AM’s Indian equities capability for international clients. Paul was also responsible for consultant relations in Asia, and launched and managed the award-winning BNPP AM Investment Academy in the region. Before relocating to Hong Kong, he worked as an ESG analyst in the Sustainability Research team in Paris.

Paul brings over 20 years of experience in equity investing and joined from Allianz Global Investor (AllianzGI) where he was Lead Portfolio Manager of the Sustainable Equity range alongside several other global equity strategies.
Paul is passionate about giving back to society and since 2012 serves as the Chairman of the Trustee of Tiny Tickers organisation, a charity in the UK that helps babies with congenital heart diseases.

Pierre-Olivier Gourinchas is the Economic Counsellor and the Director of Research of the IMF. He is on leave from the University of California at Berkeley where he is the S.K. and Angela Chan Professor of Global Management in the Department of Economics and at the Haas School of Business. Professor Gourinchas was the editor-in-chief of the IMF Economic Review from its creation in 2009 to 2016, the managing editor of the Journal of International Economics between 2017 and 2019, and a co-editor of the American Economic Review between 2019 and 2022. He is on-leave from the National Bureau of Economic Research where he was director of the International Finance and Macroeconomics program, a Research Fellow with the Center for Economic Policy Research CEPR (London) and a Fellow of the Econometric Society.
Professor Gourinchas' main research interests are in international macroeconomics and finance. His recent research focuses on the scarcity of global safe assets, global imbalances and currency wars; on the International Monetary System and the role of the U.S. dollar; on the Dominant Currency Paradigm; on the determinants of capital flows to and from developing countries; on international portfolios; on the global financial crisis and on the impact of the COVID-19 crisis on business failures. Professor Gourinchas is the laureate of the 2007 Bernàcer Prize for best European economist working in macroeconomics and finance under the age of 40, and of the 2008 Prix du Meilleur Jeune Economiste for best French economist under the age of 40. In 2012-2013, Professor Gourinchas was a member of the French Council of Economic Advisors to the Prime Minister.
He attended Ecole Polytechnique and received his PhD in Economics in 1996 from MIT. He taught at Stanford Graduate School of Business and Princeton University before joining UC Berkeley department of economics in 2003. He grew up in Montpellier, France.
Rachel is the Head of Futures Unit in the Economics & Investment Strategy Department and she is also a member of the Sustainability Committee in GIC.
The Futures Unit looks at long-term trends that have a material impact on the GIC total portfolio. The team is also leading research on climate change to identify sustainable investment themes and help integrate climate change considerations into GIC’s investment processes. The Sustainability Committee in GIC oversees the firm’s sustainability policies and implementation.
Rachel joined GIC in 2005 as an economist and investment strategist. Before heading the Futures Unit in 2016, her role was in global macro research and strategy. Prior to joining GIC, Rachel was with the Monetary Authority of Singapore working in economics research as well monetary management roles.
Rachel graduated with a 1st class honours in Economics from the National University of Singapore and a Masters in International Politics and East Asia from the University of Warwick in the UK.
Robert Baigrie is Vice President at Conservation International where he joined as an inaugural member of the Liu-Walton Technical Fellowship (2016-2018).
Robert is responsible for leading the Asia Pacific Field Division’s Developed Markets Team, which is made up of the country programs of Singapore, Hong Kong, Japan, and Australia. In this role, Robert’s long private sector experience informs CI’s strategic engagement with corporate partners, including a particular focus on the organisation’s regional climate financing initiatives. Robert is currently managing a portfolio of blended finance mechanisms that seek to scale the investment capacity for high-quality natural capital solutions in Asia Pacific. Robert sits on the International Advisory Committee for CIX in Singapore and on the Board of CI Singapore, CI Japan, and CI Australia.
Prior to joining Conservation International, Robert spent 16 years in the financial sector as a specialist in hedge fund investment strategies and investor markets throughout the United States, Europe, and Asia. Robert worked in London for 10 years and has now been working across Asia Pacific for 12. He was most recently Head of Capital Consulting Services, Prime Finance for Citibank in Asia Pacific, based out of Hong Kong.
Robert grew up in South Africa, studied Economics and has passed all levels of the CFA Program. He has a passion for wildlife and the environment, he is married with a young daughter and lives in Singapore.
Selena is the Chief Economist for OCBC Bank. As Head of Treasury Research & Strategy, she leads a research team that is responsible for Treasury market research, forecasts and trading recommendations for the bank, covering fixed income, interest rates, corporate credit, foreign exchange and macroeconomic commentary. Under her leadership, OCBC’s research capabilities have been greatly valued by customers and highly ranked in surveys.
She is a member of the OCBC Wealth Panel for Singapore and Malaysia, as well as a council member for the Economic Society of Singapore. She was conferred the IBF Fellow Award in Financial Markets in 2017. Her research writings has been extensively quoted and published by prominent media across print, television and radio.
Prior to joining OCBC in August 2000, Selena was with the Fiscal Policy Unit under the Ministry of Finance (MOF), and the Economics Department in the Ministry of Trade and Industry (MTI).
Tom Enger is Head of Product for Climate Impact X, a new global exchange based in Singapore for voluntary carbon credits and environmental market contracts. Tom previously developed derivatives strategy for Singapore Exchange (SGX) and data strategy for the Baltic Exchange. Prior to this, Tom designed price benchmarks, platforms and analytics for commodity index specialist S&P Global Platts. He holds a degree from Oxford University and an MBA from the National University of Singapore (NUS).
Vivek has been passionate about climate for most of his career. In his current role, he takes inspiration from two of his strongest beliefs – that the world needs urgent action to combat climate change, and that addressing climate change will generate huge business opportunities for the private sector and capital markets.
As IFC’s Global Head and Director of Climate Business, Vivek looks for these opportunities and works to mobilize capital needed to move them forward. He also leads business development, guides standard-setting and new product design, and connects the dots across the corporation to mainstream the climate lens into all IFC’s business. He believes that the private sector will be key to greening major sectors of national economies – from energy and transport to agriculture and manufacturing – and is committed to helping clients who are working to move the needle on the low-carbon transition in their countries and communities.
Prior to his current role, Mr. Pathak was IFC’s Regional Director for East Asia and Pacific, where he led operations across 18 countries, reaching $4.2 billion in long-term investment in fiscal year 2020, and was one of the first at IFC to integrate climate into all aspects of the business. Before that, he was IFC’s Director and Global Head of Credit and Investment Risk. He had also held multiple leadership roles managing portfolio, credit risk, and business development in frontier markets at IFC, Bank of America and ABN AMRO Bank. He started his career in advertising, where he learned the importance of knowing your audience, and the power of words to change the world.
Willemijn studied economics at the University of Utrecht, The Netherlands and the London School of Economics. She joined Ortec Finance, in 2018. Together with Lisa Eichler she drives the integration of climate and ESG into forward looking scenario based strategic modeling tools for climate-related risk management, TCFD disclosure and alignment. Before joining Ortec Finance she was a member of the RI-team at MN where she led the work related to climate change policy, integrating climate change risks and opportunities into investment strategies and climate change related corporate and regulatory engagement. Willemijn also has more than ten years of experience in the public sector having worked at the Dutch Treasury and the Dutch Foreign Office in various capacities related to international finance and sustainability. She was lead on climate finance for the Dutch UNFCCC negotiation team. Willemijn has a passion for aligning economic incentives with long-term environmental goals. Due to her background in both the public and the private sector she offers a uniquely holistic perspective on tackling the threats of climate change and biodiversity loss.
Susan Soh is the Head of Asia Pacific and CEO Singapore for Schroders. She is also a member of Schroders’ Group Management Committee (GMC).
Susan has almost 30 years of financial industry experience, spanning across different areas of investment banking before specialising in asset management. She has been instrumental in driving Schroders’ success with central banks, national pensions and national institutions in Southeast Asia. In the retail mutual fund distribution industry, she has led Schroders to become one of the market leaders in Singapore, Malaysia and Thailand.
Susan was conferred the Institute of Banking & Finance (IBF) Distinguished Fellow (Fund Management) award in 2015. She currently sits on the Executive Committee of Investment Management Association of Singapore (IMAS) , serving as a Vice Chair from November 2016 before being appointed to be the Chair from April 2019.
Susan has also been a passionate advocate of raising industry standards and driving professional excellence. She has served as Council Member of IBF since April 2019, was previously a member of the IBF Standards Committee and chaired the IBF Fund Management Working Group from August 2013 to December 2019.

Eleanor Seet is the President of Nikko Asset Management Asia. She is also the Head of Asia ex-Japan with oversight of Nikko AM’s Singapore and Hong Kong offices and joint venture relationships in China and Malaysia.
Active in the industry, Ms Seet currently serves as vice-chairman on the Executive Committee of the Investment Management Association of Singapore (IMAS) and chairs the Institute of Banking and Finance Fund Management Workgroup. She is a founding member of the Bloomberg Women’s Buy-side Network.
Ms Seet is a pioneer in the asset management industry with over 20 years of experience. In her previous roles, she led the distribution efforts for iShares in wealth segments across Asia ex Japan, and was responsible for the overall strategy and execution of AllianceBernstein’s product offerings in South East Asia via intermediaries.
In 2017, Ms Seet was conferred the IBF Fellow distinction by the Institute of Banking and Finance Singapore.
Steven Yankelson is Head of Sales, ASEAN at Bloomberg, the global business and financial data, news and analytics leader. Based in Singapore, he oversees business development and key customer relationships across 11 markets in the ASEAN region.
Prior to relocating to Singapore, Steven spent three years in London as Head of Enterprise Sales for Bloomberg in emerging markets across Europe, including Eastern Europe, Israel, Turkey, Greece, Russia and the CIS. In this role, he was responsible for a 50-strong sales team, serving 2200 firms, across 37 countries.
Steven has held various roles with Bloomberg since joining the company in 2007. He started his career in Global Customer Support and Analytics, prior to moving to the sales organization, and has supported numerous clients over the years, ensuring that they have the best experience with Bloomberg.
Steven graduated from the University of Leeds with a degree in Economics and Politics.
