Meet the individuals from the Secretariat team who support all the engagements and initiatives of the all the various committees within IMAS. The team is responsible to amplify the voices of the collective players in the industry with relevant regulators in Singapore and international government bodies.

Carmen Wee

Carmen Wee
Chief Executive Officer

Carmen Wee is Chief Executive Officer of the Investment Management Association of Singapore (IMAS). She is a veteran of the Singapore investment management industry. Between 2008 and 2012, she was Head of Sales for South Asia at Natixis Global Asset Management. She was also previously Senior Vice-President, Head of Distribution, South Asia, Investment Management Division at Lehman Brothers; and Director, Marketing and Client Services - Institutions at DBS Asset Management.  

Before moving into the investment management industry, she was a Deputy Director at the Monetary Authority of Singapore (MAS), where she led initiatives to encourage the development of both the debt markets and fund management industry in Singapore following the Asian Financial Crisis. Carmen held the position of Director, Head of Career Services at NUS Business School, and is a co-owner of PhysioMotus, a physiotherapy clinic at Novena Medical Centre.

Fang Yi is passionate about developing and nurturing a deep and sophisticated investment management industry, driven by the dual engines of a diverse talent pool and keen adoption of digitalization. To achieve this, she works closely with IMAS’ committees and working groups, regulators, and ecosystem partners to advance the collective interest of the stakeholders, guided by the shared belief of broader market access and deeper industry capabilities. 

Fang Yi had previously held various leadership portfolios at the Monetary Authority of Singapore between 2006 and 2019. Her most recent role was as the Head of Financial Products and Solutions Division where she led initiatives that focused on sell-side capital market solutions, non-market-based financing, and financial sector tax policies. In other roles, she oversaw the Financial Sector Development Fund and covered a range of horizontal policies, to create a conducive business environment.

Fang Yi has also worked with the Ministry of Finance and the Inland Revenue Authority of Singapore.

A seasoned industry developer, Fiona brings with her the passion and a go-getter attitude to build capabilities for the asset management industry through strategic collaboration with the Fintech community. Her myriad of experiences in the financial, accountancy, legal and healthcare sector brings a new perspective to challenge the status quo here. 


Prior to joining IMAS, Fiona contributed to the talent development in Workforce Singapore. Her experience In Enterprise Singapore partnering with Small Medium Enterprises to grow their footprint in China and South East Asia gave her a good appreciation of the opportunities Singapore has as a regional financial hub.

Sharon works closely with the CEO to ensure the smooth functioning of the IMAS Secretariat and organisation of members’ activities. She supports organisational work to strengthen operational systems, processes and best practices, establishing policies that promote company culture and ensure compliance. She also oversees the general management of company operations in the areas of human resources, finance, administration and communication.
